ACJPS presents a comprehensive report comprising a compilation of testimonies and information regarding ongoing events in El-Fashir City, the capital of North Darfur, during September and October 2025.

The Council should task the Independent International Fact-Finding Mission (FFM) for the Sudan to prepare a flash report to document atrocities being committed in and around El Fasher.

FIDH, together with its member organizations in Sudan (SHRM and ACJPS), as well as additional undersigned member organizations from across Africa and the Arab region, express grave alarm following the fall of El Fasher to the Rapid Support Forces (RSF) on 26 October 2025, which marks a catastrophic escalation in Sudan’s ongoing conflict.

The deteriorating living conditions of residents of El Fasher indicate that the ongoing conflict between the Sudanese Armed Forces (SAF) and the Rapid Support Forces (RSF) has reached a critical stage, necessitating urgent intervention by the international and regional community, as well as organizations like the International Red Cross (IRC) and the World Food Program.

During the attacks, the IDPs were particularly targeted, for example, in Zamzam Camp, which was established in 2004, at least 3,000 IDPs lost their lives, 8,000 were injured, and there were several cases of sexual violence.

The recent developments in North Darfur State indicate that the entire Darfur Region is being ushered into a new series of insecurity, which may be worse than the 2004 crisis. The nature of the war began on April 15, 2024, leading the Rapid Support Forces (RSF) to take control of four of the five States in the Darfur region.

The African Centre for Justice and Peace Studies (ACJPS) and the Humans Dignity Organisation strongly condemn the recent heinous attacks on civilians by the SAF Air Force Unit in the Tora area of North Darfur, which resulted in several fatalities and injuries.

On 10 January 2025, the Sultan Ali Dinar Museum in Elfashir, North Darfur state, was destroyed following a shelling by the Rapid Support Forces (RSF) in the area.

The African Centre for Justice and Peace Studies (ACJPS) echos the demands of the UN Security Council that all parties to the conflict ensure that civilians’ rights in Elfashir are protected including by allowing those wishing to move within and out of Elfashir to safer areas to do so and that the parties allow and facilitate the rapid, safe, unhindered and sustained passage of humanitarian relief for civilians in need, including by removing bureaucratic and other impediments.
