This report documents the human rights and humanitarian situation in Sudan during May 2026, amidst ongoing armed conflict and widespread deterioration in protection and basic services.

In South Darfur State, longstanding tensions between the Bani Halba and Salamat communities have repeatedly erupted into violence over land ownership, access to resources, and displacement-related grievances. Previous clashes between the two communities in September 2023 resulted in deaths, displacement, and the occupation of agricultural lands, leaving underlying disputes unresolved despite mediation efforts.

According to information collected by ACJPS from internally displaced persons (IDPs) residing in Tawila camp, women and girls reported incidents in which individuals working for humanitarian organizations allegedly attempted to exploit their positions by demanding sexual favours in exchange for humanitarian assistance, registration for aid programmes, employment opportunities, or supervisory roles within camp structures.

This report documents the escalation of the conflict in Sudan and its resulting widespread human toll, with hundreds of civilians killed and injured in attacks and bombings targeting populated areas and health facilities in several states, including hospitals in Al-Daein, Al-Jabalain, and Nyala.

On the morning of 15 April 2023, the sound of gunfire shattered the ordinary rhythms of life in Khartoum. Over the past three years, civilians have not simply been caught in the crossfire; they have been systematically targeted.

Sudan enters the third anniversary of this war on 15 April under the shadow of mass civilian suffering. This moment should not be framed in terms of battlefield calculations or the rival claims of armed actors. It should be centered on the people of Sudan who have lived through bombardment, hunger, rape, displacement, detention, disappearance, and the collapse of basic protection.

The war in Sudan continues, along with the grave violations that accompany it, many of which amount to war crimes and crimes against humanity. At the same time, the limited international efforts have failed to end the war or even achieve a humanitarian truce.

ACJPS received information that indicates that approximately 13,000 detainees are currently being held at Diqris prison, a detention facility located in South Darfur.

On 20 March 2026, between approximately 8:40 p.m. and 9:10 p.m., two drone strikes hit Al-Daein Hospital, located in the capital of Central Darfur State, an area under the control of the Rapid Support Forces (RSF)

This programmatic report covers the period from January 2025 to December 2025. Highlights of the report include: advocacy before regional and international human rights mechanisms, advocacy meetings, strategic litigation, and documentation of violations committed since the eruption of armed conflict in April 2025.

In Sudan, the period between 2010 and 2018 was marked by enduring structural challenges that shaped governance systems and public service delivery. These challenges were reflected in the childhood sector, where multiple laws, strategies, and institutional arrangements existed, yet often operated in isolation from one another.
