السودان: تدهور خدمات الرعاية الصحية مع احتدام النزاع المسلح بين القوات المسلحة وقوات الدعم السريع في إقليم دارفور

يشعر المركز الأفريقي لدراسات العدالة والسلام بقلق عميق إزاء العنف الذي يتعرض له قطاع الرعاية الصحية وإعاقة الخدمات التي يقدمها مع اشتداد وتيرة الصراع المسلح بين القوات المسلحة السودانية وقوات الدعم السريع في إقليم دارفور. حيث تم إغلاق تسعة مستشفيات حكومية على الأقل اغلاقا كاملاً ونهب سبعة مرافق طبية وتدمير العديد من المعدات والأجهزة الطبية. فعلى سبيل المثال، تعرض مستشفى الطويلة في شمال دارفور للنهب وجرى تدمير سيارة الإسعاف الخاصة به. هذا بالإضافة إلى النقص الحاد في عدد أفراد الطاقم الطبي حيث اضطر العديد منهم إلى الفرار من المنطقة في أعقاب احتدام المعارك وارتفاع حالات حوادث القتل والاختطاف والاعتقالات التعسفية للعاملين في المجال الطبي. ويسعى المركز خلال هذا التقرير الى دراسة وتوثيق حالة القطاع الصحي في مختلف ولايات دارفور منذ اندلاع النزاع المسلح في السودان في 15 أبريل 2023.

(29 يونيو 2023) يعرب المركز الأفريقي لدراسات العدالة والسلام عن قلقه العميق بشأن سلامة وأمن المدافعين عن حقوق الإنسان في الجنينة بغرب دارفور. وذلك في أعقاب تنامي موجة العنف التي يتعرضون لها مع استمرار عمليات النزاع المسلح القائم بين القوات المسلحة السودانية وقوات الدعم السريع والذي اندلع منذ 15 أبريل 2023. حيث تعرض في هذا السياق ثمانية من المدافعين عن حقوق الإنسان للاستهداف، يفضل المركز حجب أسمائهم حفاظا على سلامتهم. وبهذا فإن المركز يناشد كل من القوات المسلحة السودانية وقوات الدعم السريع إلى الكف عن مواصلة استهداف المدنيين. كما ندعو في ذات الوقت حكومات البلدان المجاورة إلى ضمان سلامة اللاجئين اليها، بمن فيهم المدافعون عن حقوق الإنسان، ومنحهم كل ما من شأنه تعزيز شرعية تواجدهم بها.

The African Centre for Justice and Peace Studies (ACJPS) expresses deep concern over the increasing trend of sexual violence during the ongoing armed conflict in Sudan. Survivors have identified armed actors as perpetrators including the Sudanese Armed Forces (SAF), Rapid Support Forces (RSF), Arab militia, and Sudanese Alliance Forces. Scores of women and girls have been subjected to sexual violence including rape. Some have been held for several days in conditions of sexual slavery. In this release, ACJPS has documented an incident where seven university girls were abducted by the Sudanese Alliance Forces and sexually violated for 14 days.

Sudan is currently ravaged by war and human rights violations are happening on a large scale. In Darfur, the armed conflict took an ethnic turn between Arabs and non-Arabs. In this detailed report, ACJPS has documented yet another ethnically motivated attack in the Ardamata locality in West Darfur targeting the Massalite people. The attack launched by the paramilitary Rapid Support Forces (RSF) and allied Arab militia led to the seizure of the Sudanese Armed Forces (SAF) base in Ardmata, killing more than 800 people including SAF soldiers and Massalite people, injuring several others and thousands displaced to fairly safer states within Sudan and the neighboring Chad. Additionally, women and girls were reportedly subjected to sexual violence in the camp and while fleeing the area.

The African Center for Justice and Peace Studies (ACJPS) expresses deep concern over the surge in the recruitment of child soldiers in the Darfur region, specifically in Central Darfur since the outbreak of the armed conflict in April 2023. ACJPS is reliably informed that the recruitment, mainly by the Paramilitary Rapid Support Forces (RSF) follows the same methodology used by the Sudanese Armed Forces (SAF) in the remobilization of the Popular Defense Forces (PDF) in Darfur following its calls to join them. The recruitment of child soldiers to join the RSF is facilitated by the native administration members who are either in the PDF or are RSF officers.

Sudan war update: Forty-seven detainees released, hundreds remain in custody

The African Center for Justice and Peace Studies (ACJPS) has received reliable information indicating that 47 detainees held by the paramilitary Rapid Support Forces (RSF) were released while others escaped. The released detainees include 16 females. Some of the victims testified to ACJPS that they had been subjected to torture while in detention as they were beaten with water pipes and sticks, forced to stand under the sun for many hours, verbally abused, threatened to be sexually abused, held in poor detention facilities without ventilation and toilets, denied meals among other forms of torture and ill-treatment.
