During the more than seven months of deadly conflict between the nation's army (SAF) and the Rapid Support Forces (RSF), the paramilitary and its allied militia have been accused of looting homes, hospitals, shops, convoys, companies, and warehouses among others. Goods looted are sold at markets referred to as Shefshefa markets by smugglers where they are sold by black-market traders.

The African Centre for Justice and Peace Studies (ACJPS) has continued to monitor the situation in Sudan since the outbreak of armed conflict in April 2023. ACJPS has documented incidents that have changed the trajectory of the conflict from the power struggle that it was at the beginning of the conflict to the scramble for resources.

As Sudan grapples with escalating conflict, various international bodies have initiated efforts to bring about peace. The African Union (AU), Intergovernmental Authority on Development (IGAD), Jeddah's Declaration of Commitment, and Egypt's Neighboring Countries Initiative are all striving to address the crisis. While these initiatives offer hope, their simultaneous emergence raises concerns about potential contradictions and the challenges of effective collaboration.

Recent developments have thrust Sudan into the global spotlight, as the United States has imposed sanctions on three former Sudanese officials for their alleged role in undermining peace, security, and stability in the nation. This move, executed under a U.S. executive order targeting those destabilizing Sudan and undermining democracy, reflects a complex situation involving political dynamics, human rights concerns, and historical tensions. In this blog article, we will delve into the details of the recent sanctions, examining their effects on Sudan's leaders, the challenges they pose, and the potential opportunities for the nation's future.

إجتاحت السودان حرب أهلية بعد إندلاع القتال في 15 أبريل 2023 بين القوات المسلحة السودانية و قوات الدعم السريع شبه العسكرية. وقد أدى العنف إلى تفاقم الوضع الإنساني المتردي أصلاً في البلاد. كان السودان يعاني بالفعل من أزمة إنسانية قبل اندلاع النزاع، حيث يواجه أكثر من 15 مليون شخص إنعدام الأمن الغذائي الحاد مع أكثر من 3.7 مليون نازح داخليًا. بالإضافة إلى ذلك، كانت البلاد تأوي أيضًا 1.3 مليون لاجئ معظمهم من جنوب السودان.

Sudan has been engulfed in civil war since fighting erupted on 15 April 2023 between the Sudanese Armed Forces (SAF), and a paramilitary group known as the Rapid Support Forces (RSF). The violence has worsened an already existing dire humanitarian situation in the nation. Before the conflict broke out, Sudan was already experiencing a humanitarian crisis with more than 15 million people facing severe food insecurity and more than 3.7 million internally displaced persons. Additionally, the country was also hosting 1.3 million refugees mostly from South Sudan.

واصل المركز الأفريقي لدراسات العدالة والسلام توثيق انتهاكات حقوق الإنسان التي ارتكبتها الأطراف المتحاربة في السودان. وأصبح من اللفت للنظر تصاعد وتيرة العنف الجنسي في سياق الصراع الدائر في السودان بصورة مثيرة للقلق وتستدعي اهتماما دوليا عاجلا. فقد تحول الصراع بشكل مأساوي إلى حرب تستهدف أجساد النساء، مع نمط واضح من العنف الجنسي والقائم على نوع الجنس. وفي هذا التقرير، يوثق المركز للانتهاكات الجنسية التي طالت 14 امرأة بينهم أطفال من مخيمي عطاش وكلمة للنازحين داخليا في جنوب دارفور، من قبل رجال يرتدون زي قوات الدعم السريع، والميليشيات العربية، ورجال ملثمين لم يتم التعرف عليهم.

The African Centre for Justice and Peace Studies (ACJPS) has continued to document human rights violations committed by the warring parties in Sudan. Sexual violence within the context of the Sudan conflict has alarmingly escalated and demands urgent international attention. The conflict has tragically transformed into a war targeting women's bodies, with a discernible pattern of SGBV. In this release, ACJPS has documented incidents and testimonies where 14 females including children from Utash and Kalma IDP camps in South Darfur were sexually violated by men in the uniforms of the Rapid Support Forces (RSF), Arab militia, and unidentified masked men.

أفضت جهود المركز الأفريقي لدراسات العدالة والسلام خلال الفترة من 15 أبريل إلى 30 أكتوبر 2023، إلى توثيق سلسلة من انتهاكات حقوق الإنسان التي استهدفت على وجه الخصوص مخيمي الحصاحيصا وخمسة دقائق للنازحين داخليا في مدينة زالنجي في وسط دارفور. حيث أكد تقرير المركز الذي يغطي تلك الفترة، مقتل ما لا يقل عن 70 شخصا، من بينهم أطفال، واصابة 116 آخرين بجروح. هذا علاوة على حالات الاعتقال التعسفي. كما وثق المركز أسماء الضحايا والشهادات المتعلّقة بتلك الأحداث. ومن الملاحظ أن معظم الإصابات التي أودت بحياة أولئك الضحايا كانت في الأجزاء العلوية من الجسم مثل مناطق المعدة والرأس والصدر.

على الرغم من إنتهاء العديد من النزاعات المسلحة بالتسويات السلمية، إلا أنها تظل طريقة غير شائعة لحل النزاعات العنيفة بسبب أستمرار الأسباب الأساسية، مما يجعلها عرضة للإشتعال من جديد. على سبيل المثال، شهدت فترة ما بعد الحرب الباردة، وخاصة بين عامي 1989 و1999، أكثر من 110 نزاعاً مسلحاً، إنتهت 75 منها بحلول عام 1999. وقد إختلفت نهاية الصراعات، فمنها الذي إنتهى بالنصر، أو الذي إستمر بمستوى منخفض، أو عادت مرة أخرى بعد فترة، أو تلك التي إنتهت باتفاق سلام. يذكر أن 21 صراعًا فقط من هذه الصراعات خلال فترة ما بعد الحرب الباردة إنتهت باتفاقيات سلام متفاوض عليها، حيث أنتهت 22 منها بإنتصارات، و32 صراعًا ظل خاملًا. ومع ذلك، في الفترة من 2000 إلى 2005، تحول الإتجاه بشكل جذري، حيث فاقت إتفاقيات السلام عدد الإنتصارات بعامل 4-1، مما أنهى ما لا يقل عن 41 صراعًا مسلحًا مقارنة بـ 23 انتصارًا عسكريًا.
